This is a strategic leadership role responsible for establishing, leading and continuously improving Programme Management Office (PMO) functions, ensuring effective governance, controls, reporting and performance management across major portfolios and programmes.

You will work closely with client leadership teams and delivery partners, providing oversight, assurance and insight that enables informed decision-making and successful programme outcomes.

Key Responsibilities

  • Lead the establishment, mobilisation and ongoing management of PMO functions on major projects and programmes;
  • Design and implement programme governance frameworks, reporting structures and performance management processes;
  • Drive integrated programme controls across planning, cost, risk, change, performance and reporting functions;
  • Provide executive-level reporting, analysis and insight to support strategic decision-making;
  • Facilitate programme reviews, assurance activities and governance forums;
  • Monitor programme performance through key metrics and KPIs, identifying risks, trends and opportunities for improvement;
  • Work collaboratively with project and programme teams to ensure delivery remains aligned with strategic objectives;
  • Develop and maintain integrated management information, dashboards and reporting solutions;
  • Influence and challenge senior stakeholders to drive accountability, improved performance and delivery excellence;
  • Lead and mentor PMO and project controls teams, supporting capability development and knowledge sharing;
  • Support business growth through client engagement, thought leadership and the development of Turner & Townsend's PMO capability and service offerings.

Qualifications

  • Significant experience leading PMO functions within major capital projects, programmes or portfolios;
  • Proven track record delivering PMO, governance and programme controls solutions within complex environments;
  • Experience within Energy, Utilities, Nuclear, Power, Rail, Aviation, Defence, Highways or other major infrastructure sectors;
  • Strong understanding of programme governance, reporting, risk, change, planning, cost and performance management;
  • Demonstrable experience engaging and influencing senior stakeholders, including client executives and programme boards;
  • Experience leading and developing multidisciplinary PMO and project controls teams;
  • Excellent communication, facilitation and stakeholder management skills.
