Position Description

The Supply Chain Manager will be responsible for the following key aspects: 1) ensure robust relationships are developed and maintained across the global supply chain for offshore wind, 2) maintain a detailed appreciation of supply chain availability and pressures, 3) build necessary contract management capability, 4) bring forth new market innovations. Given that typically the capital investment of an offshore wind farm in the multiple of billions of euros per project, this role is critical to the successful realisation and optimisation of multiple project business cases. This role is considered key to the bringing forth of the necessary supply chain to deliver ESB’s portfolio of projects and the development of enduring relationships with key contractors which will be necessary to place ESB in a favourable position with respect to competitors.

Key Responsibilities

The successful candidate will be required to lead on the supply chain engagement and develop the necessary contracts management capability to successfully deliver offshore wind projects; this will require engagement with programme managers, project managers, commercial managers and discipline leads within Generation Projects in addition to our project support teams in Centre of Engineering. Critically working closely with and fostering robust relationships with partners in Asset Development across the portfolio of ESB offshore wind projects including acquisitions, development projects and construction projects will be key to the role.

Key responsibilities include, but are not limited to the following:

  • Develop robust engagement plan for ESB with global supply chain for offshore wind, maintaining up to date accurate messaging
  • Coordinate engagement with the supply chain and ensure appropriateness of message, scheduling and ESB representation
  • Enhance current relationship development with supply chain
  • Identify/Development of contracting and pricing options and strategies for the full project scopes
  • Identify and develop procurement strategies for accessing supply chain in order to deliver competitive auction pricing and robust projects contracts
  • Identify, build and manage contract management capability for OSW
  • Develop Qualitative Risk Assessment (QRA) capability
  • Lead overall supplier input to strategic decision making for project development in tandem with Project Managers and Commercial Managers
  • Maintain expert knowledge base of new technology/new technology application and provide assessment and advice
  • Develop and maintain robust and enduring relationships across the global supply chain
  • Strategically input and contribute to EMP OSW delivery strategy in partnership with the Offshore Wind Development projects Programme Manager
  • Drive continuous international market awareness and disseminating knowledge across ESB’s project portfolio
  • Supporting the development of contracting strategies to ensure performance/risk/scope are aligned with project business case in collaboration with Project Managers and Contract Managers to appropriately manage the project risks
  • Work in tandem with project managers, commercial managers and bid managers to successfully deliver the project business case through leading engagement with the supply chain
  • Work as part of a specific project team or across a portfolio of projects whilst leading a team of contract managers

Knowledge, Skills and Experience

Essential:

The successful candidate will have:

  • A minimum of ten years relevant post-qualification experience
  • Offshore Wind Experience contracting strategies
  • Knowledge of offshore wind supply chain
  • A demonstrated focus on commercial optimisation of large infrastructure projects.
  • A proven track record of engagement with industry supply chain and development of robust relationships
  • Strong communication and relationship building skills.
  • A demonstrable capability in contract management and negotiations and working knowledge or various contract types (FIDIC, LOGIC, others)

Desirable:

  • Knowledge of offshore wind business case development
  • A strong participation in offshore wind industry working groups
  • Experience with ESB’s Project Management Methodology or alternate project management processes

Qualifications

Essential:

  • Level 8 qualification in Engineering

Desirable:

  • Chartered Engineer status with a recognised engineering institution or demonstrate evidence of progression towards same
  • Any higher level of qualification supporting the responsibilities of this role
